               9.11     Initial Message
               When  flying  under  VFR  an  aircraft  may  change  frequency  to  establish
               communications
               with an aeronautical station to obtain:
                 -  some form of service (FIS, RIS) from an ATSU or
                 -  clearance to enter or cross a CTR/TMA or
                 -  clearance to enter controlled airspace under special VFR
               The  initial  call  should  include  the  callsign  unit  you  call  followed  by  your  full
               callsign.
               The ATSU will answer by mentioning your call sign followed by the call sign of
               the ATSU.
               And that is an invitation for you to pass your message.
