In response to President Rodrigo Roa Duterte Proclamation No. 922 dated 8
March 2020 which enjoins all government agencies “to render full assistance and
cooperation and mobilize necessary resources to undertake critical, urgent, and
appropriate response and measures in a timely manner to curtail and eliminate the
COVID19 threat, the Commission on Higher Education (CHED) approved the guidelines
for the release of financial assistance to State Universities and Colleges and authorized
the chairman to approve projects endorsed by concerned CHED offices. Thus, the
research-based soap products developed by researcher Dr. Lorna C. Ildefonso were
proposed as extension program/project titled “SPA for eJ: Soap Provision and Allocation
for everyJuan” to the Commission on Higher Education for funding with the support and
endorsement of the University Officials and Board of Regents through the passing of
BOR Resolution No. 47, series of 2020. This proposal aims to supply the needs of
frontliners and the community in combating the increasing number of Filipinos who are
in danger of COVID19 infections.
The proposed program/project was granted by CHED a “Notice To Proceed” last
June 2020 indicating that implementation may commence effective June 8, 2020 or not
later than seven (7) days after the receipt of the said notice. The issuance of “Notice To
Proceed” is accompanied by the release of Memorandum of Agreement (MOA) between
CHED and IFSU.
Dr. Lorna C. Ildefonso, the Proponent of Project SPA for eJ, distributes
calamansi-based anti-bacterial soaps to the frontliners of LGU Mayoyao.
