Introduction
THE HISTORY OF IFSU-CBM-BSHRM/BSHM
The Ifugao State University (IFSU) with its main campus at Nayon, Lamut, Ifugao
is the premier institution of higher learning in the Province of Ifugao and one of the
recognized active performing SUCs in CAR and in the Philippines.
IFSU started in 1920 as a Farm Settlement School. In 1959, it was renamed as
Ifugao Pilot Opportunity School for Agriculture (IPOSA). In 1967, the high school
department was established and subsequently renamed as Payon Bugan Pilot
Opportunity School of Agriculture (PBPOSA). The administrator was Mr. Albert B. Dimas.
In 1972, it was elevated into Ifugao Agricultural and Technical College (IATC) offering
secondary and tertiary / undergraduate courses. In 1982, it was further expanded into
Ifugao State College of Agriculture and Forestry (ISCAF) offering various Degree and
Master’s courses and with campuses located in Lamut, Lagawe, Potia, Tinoc, Hungduan
and Aguinaldo. In December 1985, Dr. Toribio B. Adaci was appointed as the 1st College
President. He retired in February 2002 and the College was placed under an interim
management with Dr. Marcelo M. Roquel, President of Nueva Vizcaya State Institute of
Technology as Officer-in-Charge (OIC) President in concurrent capacity.
February 23, 2003, Dr. Serafin L. Ngohyon was unanimously elected as the new
College President. Dr. Ngohayon saw the need of a comprehensive development plan
thus the 8-year Development Plan 2003 – 2011 was crafted, approved and implemented.
The vision to transform ISCAF into a university was vigorously pursued.
On October 14, 2009, Gloria Macapagal – Arroyo formally signed RA 9720,
otherwise known as “An Act Converting the Ifugao State College of Agriculture and
Forestry and All Its Existing Campuses Located in the Province of Ifugao into a University
to be Known as the Ifugao State University and Appropriating Funds Thereof.”
Formal operation of the Ifugao State University started on January 6, 2010 with the
official launching of the university status marked by the approval and adoption of the IFSU
Code and the 5Year 2010–2014 Development Plan.
By virtue of Section 9 of R.A. 9720, Dr. Serafin L. Ngohayon was the First
University President, he was officially appointed and sworn into office on December 14,
2009. Under Dr. Ngohayon's exemplary leadership from 2003 to June 1, 2018, he steered
a new era of IFSU.
In 2018, another historic event unfolded; the Board of Regents elected the First
woman and Second IFSU President, Dr. Eva Marie Codamon-Dugyon. By virtue of BOR
