CHAPTER I

                       ESTABLISHMENT OF THE UNIVERSITY AND THE BASIC LAWS AFFECTING
                                               ISABELA STATE UNIVERSITY

                          This section presents the scenario which led to the establishment of the Isabela
                   State University by virtue of the Presidential Decree No. 1434 issued by then President
                   Ferdinand E. Marcos by merging the Isabela College of Agriculture located in Echague,
                   Isabela and the Cagayan Valley Institute of Technology in Cabagan, Isabela. The said
                   decree also transferred the college level courses of Isabela School of Arts and Trades,
                   Jones Rural School into the ISU and provided a charter for this purpose.

                          PD  1434  also  laid  out  the  mandate  of  the  University  to  provide  advanced
                   instruction in the arts, agricultural and natural sciences as well as in technological and
                   professional fields. The said decree also made clear the composition of the University
                   Governing  Board,  the  Administrative  Council,  College  Council  as  well  as  policies  on
                   admission of students.


                          Furthermore,  this  section  presents  the  basic  laws  affecting  the  Isabela  State
                   University,  namely  the  Republic  Act  No.  7722  or  the  Higher  Education  Act  of  1994,
                   creating the Commission on Higher Education, the Republic Act No. 8292 or the Higher
                   Education Modernization Act of 1997, providing for the uniform composition and powers
                   of the Governing Boards, the manner of appointment and term of office of the President
                   of  Chartered  State  Universities  and  College  and  for  other  purposes  and  the  CHED
                   Memorandum  Order  No.  18  issuing  the implementing  guidelines  on  the  integration  of
                   CHED-Supervised Institutions (CSIs) to State Universities and Colleges (SUCs).


                       A.  PRESIDENTIAL DECREE No. 1434

                          “MERGING  THE  ISABELA  STATE  COLLEGE  OF  AGRICULTURE  AND
                          CAGAYAN  VALLEY  INSTITUTE  OF  TECHNOLOGY  INTO  A  STATE
                          UNIVERSITY  TO  BE  KNOWN  AS  THE  ISABELA  STATE  UNIVERSITY,
                          TRANSFERRING THE COLLEGE LEVEL COURSES OF ISABELA SCHOOL OF
                          ARTS  AND  TRADES,  JONES  RURAL  SCHOOL,  ROXAS  MEMORIAL
                          AGRICULTURAL        AND     INDUSTRIAL      SCHOOL,     AND     SAN    MATEO
                          VOCATIONAL  AND  INDUSTRIAL  SCHOOL  INTO  SAID  UNIVERSITY,
                          PROVIDING A CHARTER FOR THIS PURPOSE, AND APPROPRIATE FUNDS
                          THEREFORE”

                                  This Law specifically provides for the establishment of the state university
                          in  the  Province  of  Isabela  that  will  provide  better  service  in  professional  and
                          technical  training  in  the  arts,  science,  humanities,  and  technology  and  in  the
                          conduct of scientific research and technological studies.
