Section 14. Leave without pay not exceeding one (1) year may be granted to a faculty in
addition to the regular vacation and/or sick leave earned. However, failure to
report to duty after a year of leave of absence without pay, shall automatically
cause him to be dropped from the service.
ARTICLE X. INSURANCE
Section 1. The university shall enjoin its employees to become member of the
Government Service Insurance System (GSIS) and shall take upon itself the
responsibility of implementing the rules and regulations of the system.
Section 2. In case the leave of absence of a faculty is without pay he/she shall pay the
government share of the life insurance premiums during the duration of the
leave.
ARTICLE XI. STAFF DEVELOPMENT PROGRAM
Section 1. The Staff Development Program of the University is established and anchored
on the desire of the University to improve the capability and competence of the
faculty and staff in order to attain and sustain their academic excellence.
Section 2. The University shall adopt a duly approved Five-Year Faculty Development
Program (FYFDP) as recommended by the Deans and Directors and shall be
geared to the needs of the colleges and offices.
Section 3. The University shall identify and select the school where the grantee will enroll,
subject to the degree program/specialization offered by that college /university.
Section 4. The coverage of the Faculty Development Program are as follows:
a) Faculty on scholarship/study leave on official time;
b) Faculty pursuing Graduate Program during Saturday s and Sundays, and
c) Faculty attending seminars, workshops and other training programs.
Section 5. All faculty and staff may be granted study leave on official time, subject,
however, to the policies and guidelines set by the Staff Development Program
of the University.
ARTICLE XII. FELLOWSHIP
Section 1. All appointments to a Fellowship Grant shall be subject to the rules and
regulations of the University Faculty Development Program.
a) A Fellowship shall be created on the basis of the need of, and usefulness
to, the University, and the selection of candidates therefrom shall be
determined by the UFDB, to be recommended by the University President
to the BOR for approval and shall be awarded to the most qualified
applicant.
b) A Fellowship shall be granted by the University provided that the grantee
is willing to shoulder the expense for his self-improvement.
c) A fellowship shall be granted by the University for the purpose of enhancing
the academic competency and skill of the faculty.
