                              was meant to be somewhere where they were put

                              back to try to get them into a situation where they

                              would come back as a viable business.


                              Actually, it was more than an intensive care unit, it

                              was more like an abattoir, where they were

                              actually stripped and taken apart.”


                He also suggested that this was part of an “intended and co-
               ordinated strategy”. (10,19)


               MPs demanded a new system of tribunals to allow better

               access to justice for small business owners - for whom suing

               the bank is either impractical or unaffordable. (10)


               Lewis’s motion called for an independent inquiry into how

               financial institutions treat small and medium-sized

               businesses, and a new tribunal system to deal with financial

               disputes involving SMEs for many of whom suing the bank is

               either impractical or unaffordable. (4,10)


               RBS commented that:


                              "The culture, structure and way RBS operates

                              today have all changed fundamentally since the

                              period under review and we have made significant

                              changes to deal with the issues of the past,

                              including how we treat customers in financial

                              distress.
