Identifying the historical responsibility of governments and corporations to make big data and artificial intelligence a force for good and co- existence, HE Zapatero also proposed an international agreement of universal digital rights and a United Nations observatory on technology. “The best actions that I have achieved were inspired by cultural expressions,” he said. “The ideas of peace, freedom and human rights, co-existence, justice, solidarity, are present in books, in musical harmonies and in the best paintings and movies. Culture always represents an endless dialogue, a dialogue that brings us closer to peace, that becomes the common language of civilisation.” HE Quiroga referenced the recent Human Fraternity Declaration signed by Pope Francis and Dr Ahmad Al Tayeb, Grand Imam of Al Azhar, in Abu Dhabi in February, as an example of what cultural diplomacy can achieve. “Culture is the rope that binds us together. No matter where you come from, what you look like, it is the thing that enables us to reach the summit of progress and cultural development, and that is the value of cultural diplomacy,” said HE Quiroga. Mr Léon concurred, stating that the language of diplomacy is the language of culture, a language based on personal connections. “Common culture is a way to have diplomacy working at moments of tension and at moments of political difference,” said Mr Léon. “Today we live in a world in which social media dominates, but social media, like diplomacy, is a medium. What matters is the ideas that these media convey.” 21
