Abstract
A maritime cluster organisation is is an an an an intervention designed to provide social dividend and enhance economic growth and competitiveness in in the region it it it is is situated in in While a a a a a a cluster organisation may be a a a a a a a a a profit profit generating entity the maritime cluster organisation used as as a a a a a a a a a case study is is a a a a a a a a a non-profit venture funded by private stakeholder contributions and government funding The benefit of o having such a a a a a non-profit institution needs to be be assessed implying that its performance must be be gauged Performance evaluation is an an an an important component of of of accountability and of of of the evolution of of of such an an an an intervention especially during this period of of austerity Improvements to the model and prioritised allocation of of resources will be facilitated by having a a a a a a a a a performance measurement tool in in place While immediate outputs and short-term outcomes result from an an an organisation’s programmes longer-term impacts are the greatest benefit to an an an economy and society at at large This study correlated key models of performance measurement to frame guidelines to assess the the construct of impact made by the the eThekwini Maritime Cluster (EMC) A Program Logic Model based on causal linkage mapping of relevant impact drivers was devised in in in this study and is is is presented here This was correlated against the the performance assessment models of the the Organisation for Economic Cooperation and Development Development (OECD) the Danish International Development Development Agency- Development Assistance Committees (DANIDA-DAC) model model the the Balanced Scorecard model model and the the relevant aspects of of the the Theory of of Change model The The final survey that was conducted using the the elemental drivers devised from these key models was validated against a a a a a a a a a Structural Equation model model By implication this endorsed the the causal linkages proposed by the the researcher KEYWORDS: Impact Cluster Cluster Economics Maritime Cluster Cluster Performance Evaluation Non-Profit Book of Abstracts 47
