Abstract
Supply Chain Management Policy in in the public sector aims to to promote ethical and and professional standards to to provide transparent and effective governance in the public sector The constitution section 217(1) states that when an an an organ of of state state in in the the national provincial or or or local sphere of of government or or or any other institution identified in in in national legislation contracts for goods or or or services it it must do so in in in accordance with a a a a a a a system which is fair equitable transparent competitive and cost-effective DSD SCM policy article 4(2) states that the the the objectives of o of the the the policy is to promote the the the proficient supply of o of goods and services through the the the promotion and and the the the best practice of of procurement However there are series of of unethical and and irregular irregular expenses in the the public sector with a a a a specific reference to to the the alleged irregular irregular procurement of Personal Protective Equipment and Blankets during covid-19 The special investigation report by the premier showed that there are still existing challenges in in relation to professional and and ethical standards amongst the the public public office bearers in in KZN with with a a a specific specific reference to to in in the the public public sector with with specific specific reference to DSD This article aims to examine the the challenges associated with professionalism and and ethical standards in in the the Supply Chain Management directorate at at KZNDSD KZNDSD A KZNDSD KZNDSD 2021 report by the premier of KZN KZN KZN is used used as the data A qualitative approach will be used used with specific reference to interpretive research design to determine social and the the perspective of the the premier’s report views on challenges SCM at DSD The paper makes the following conclusions: There is a a a a a a a a a a lack of of ethical and and professional standards at KZNDSD There is a a a a gap in the the procurement procurement and SCM policies which renders the the procurement procurement procedure vulnerable to corruption There is is a a a a a a a a lack of of risk management in in the department which result in in ethical and professional standard gap 48 7th International Conference on on on Governance and Accountability (ICGA) 2022
