The future is upon us!
Yes, in terms of expected legislation, South African fuels will soon have to comply with what is known as Euro 5 specifications, and indeed SAPREF is doing preparatory work for the so-called Cleaner Fuels 2 project or Project RHINO, as it has been dubbed.
And coming not far behind is the Durban Dig-out Port (DDOP) project which is expected to be constructed right next to SAPREF and to have some impact on SAPREF.
A RHINO in the making
Explains Pat Boddy, CF2 Business Opportunity Manager, “In 2005 we implemented the Cleaner Fuels 1 (CF1) or LION project which brought us in line with Euro 2 specifications. Essentially, petrol went from leaded to unleaded with
the sulphur content dropping from 1000 parts per million (ppm) to 500ppm. Diesel sulphur, having previously been at 3000ppm, reduced to 500ppm. The industry was also required to cater for a niche market of diesel at a much lower sulphur level of 50ppm to be more compatible with modern engines.
“Now, we are to install a plant which will enable us to jump to Euro 5 (South African CF2) specifications, and which will see the sulphur in
both petrol and diesel reducing from 500ppm to 10ppm. By the end of 2015 we plan to be able to supply the new-spec diesel, and in 2017 the new-spec petrol where the benzene content has been lowered from the current maximum of 5% to a new level of 1%.
The project, known as RHINO (Refinery Hydrogen INvestment Optimisation) is both a greenfields and brownfields operation.
Says Tjalling Terpstra, Project Manager, “The greenfields aspect, as the name suggests, will see the construction of new plant — a Hydrogen Manufacturing Unit and a Cracked Gasoline Hydrotreater — in the greenfield area south of the Visbreaker complex.
