UNIVERSITY OF ZULULAND
10. POWER OUTAGES
Power outages are not uncommon for a variety of reasons and can have serious consequences if they are protracted or widespread. The most common power outages can be grouped as:
1) Site wide failure
2) Individual sub-station failure
3) Failure of full supply to a single building
4) Partial failure within a building
Should the power loss be on university property only and not a general power cut in the area, the PSD or PPO (cable theft) should investigate the problem before any further action is taken.
An assessment should be made with support and advice from PPO as may be required, to ascertain if the problem can be left for the next working day or it justifies an Emergency Call Out.
10.3 Lift Passenger Entrapment
A general power failure may result in one or more lift entrapments. Following a report of a passenger entrapment, a call should be made to the PPO Helpdesk on extension 6525, stating the building, location of the lift and the floor where the lift has stopped. The PPO Helpdesk will contact the Lift Contractor responsible for providing an emergency response.
10.4 Priorities
In the event of a power failure technical staff must assess the situation and take appropriate action. The more widespread the failure, the less scope for remedial action.
1) Establish early liaison with PPO and the PSD
2) Give priority to the safety and welfare of the university community
3) Give secondary priority to the Data Centres and machine rooms
4) Consider UPS ‘autonomy’ times and the impact of an unregulated shutdown on equipment supported by limited autonomy UPS
power.
