9. TELECOMMUNICATIONS FAILURE
This section assumes that no other emergency or disaster situations causing telecommunications failure can be the result of a variety of incidents:
Hardware malfunction
1) Human factors (IT employee, construction workers etc.)
2) Malicious code attacks or other denial of service activity
3) Network cable or equipment malfunction
4) Software errors
5) Utility power supply interruption
It is important to understand that, besides being the information lifeblood of the University, the IT network also hosts the telephone system, CCTV, and access control equipment. Significant IT failure will often be accompanied by loss of other services and for that reason, IT failure may constitute an emergency.
 Vulnerable Points (VPs) Immediate Action
In the University there are certain locations that host VPs to which building damage or utility power failure constitutes an ICT emergency and the CRT
member should call out an ICT Director. The VPs are:

Contact telephone numbers for ICT employees should be lodged with the PSD
Availability of emergency phones (internal) or satellite phone (external):
Each disaster phone should clearly be marked with a label stating emergency phone.
Allow key employees and PSD to communicate with individuals on or off campus. Should be powered by the ICT standby generator.
9.1 CRT Procedures
9.1.1 Protective Services Division
Upon receiving notification of a mass telecommunications failure, the PSD’s responsibilities are as follows:
2) Dispatch PSD officials with radios to the affected buildings to provide a method of emergency communication, where necessary.
3) Maintain contact with the ICT Division.
9.1.2 Infrastructure Department
Upon receiving notification of a mass telecommunications failure, the responsibilities of the Incident Manager are as follows:

Send a message indicating the telecommunications failure, the areas of campus/es affected, and the action that should be taken.
Dispatch members of the CRT to assist the ICT Division and PSD in managing the impacts of the failure.
