11.1 CRT Procedures
11.1.1 Protective Services Department
Upon receiving notification of the bomb threat, the PSD’s responsibilities are as follows:
1) The Director: PSD should contact the Incident
Manager and Chair of the CRT to activate the Disaster
Management and Response Network.
2) Notify the relevant Emergency Coordinator to initiate
evacuation procedures.
3) Isolate the area; establish a safety perimeter and
initiate traffic and crowd control procedures.
4) Notify external support agencies: SA Police Services,
Umhlathuze Municipality Fire Department, etc.
5) PSD officers will search the building, including
rubbish bins and toilets, for anything “suspicious” or
“out of the ordinary”.
6) Interview the individual who received the bomb
threat.
11.1.2 Infrastructure Department
The Incident Manager has the following responsibilities in the event of a bomb threat:
1) Dispatch members of the CRT to assist the PSD with
traffic and crowd control.
2) Prepare members of the CRT to disconnect utilities to
the affected building(s) if necessary.
3) Send a message indicating the threat, the areas
of campus affected, and the action that should be taken.
11.1.3 SHE Office
Upon receiving notification of the bomb threat, the SHE office, as a member of the CRT, has the following responsibilities:
1) Assist the PSD and other CRT with crowd and traffic
control.
2) Remain at the dispatched location until further
notice.
11.1.4 Emergency Coordinator
Upon receiving notification of the bomb threat, each Emergency Coordinator, as an CRT support person, has the following responsibilities:
1) Ensure that PSD is aware of the bomb threat.
2) Initiate evacuation procedures (see FIRE-GEAR evacuation template).
3) Disseminate information regarding the status of the bomb threat to the departmental employees within your area.
11.1.5 University Employees
In the event of a bomb threat, all university employees and students in the affected area should:
1) Follow the simple set of standing instructions issued
to members of the wider university community
outlining What to do in an Emergency or Disaster.
2) Follow the building-specific FIRE-GEAR evacuation
procedure.
3) Assist the Emergency Coordinator as required.
4) Consider the safety of people first.
11.1.6 Critical Response Team Procedures
In the event of a bomb threat, the Chair of the Management Team has the following responsibilities:
1) If necessary, declare an emergency and disaster and
notify all members of the Management Team.
2) Liaise with the Incident Manager to monitor the
situation and assist as necessary.
3) Keep the VC or designee informed.
