  1998-2002
The CAO was established as a project within the Eastern Seaboard Association of Tertiary Institutions (esATI). The Board of the esATI Trust consisted largely of the Vice-Chancellors of the eight member institutions in KwaZulu-Natal. Within esATI, there were several inter-institutional projects being managed by full-time
staff of the esATI organisation. With its inception into esATI, the CAO immediately became the largest of its projects. A Steering Committee consisting of the Registrars or comparable representatives from each of the eight institutions was established during the setup phase of the CAO to provide guidance, and to make joint decisions on behalf of the member institutions. The Steering Committee reported directly to the Board of the
esATI Trust. One of the important policy responsibilities of the Steering Committee was the finalisation of the memorandum of agreement that committed the member institutions to use the CAO.
