The game in which you capture regions and make countries.
The game is played by 2 or 3 players.
The game is played on any paper divided into regions.
Regions are called adjacent if they touch along a frontier. Meeting at a point does not make
them adjacent.

One separate region or two or more adjacent regions make one country.

The players colour one region at a time. But at all times they must obey the Law of the
Empires : no player is allowed to hold more than 3 countries.

The player who cannot go on without breaking this law retires from the game. His opponent
then takes all the remaining regions. If 3 are playing then the 2 continue.
The winner is the one with the most regions.
