Guam National Coaching Commission

The Guam National Coaching Commission is endorsed and commissioned by the Guam National Olympic Committee to
increase the skill level of all coaches in the national federation framework. All National Federations should be
represented by a National Team coach. The commission is seeking assistance in the development of the National
coaching and officiating structure.

Management of International Sports Organizations (MISO) and Management of Olympic Sport Organizations (MOSO)
for all National Federation Executives

A mandate was provided to all National Federation executives during the November 15, 2018 GNOC Monthly Meeting
by GNOC Executive requiring the certification of MISO courses for all National Federation Executives. Effective 2019, all
NF Presidents and Secretaries General must attend a MISO certification course provided by the Oceania Sport Education
Program or be a MEMOS graduate. The initial certification program will be conducted by OSEP trainers with subsequent
programs conducted by the regional officials of OSEP. All NFs must ensure that this requirement is included as an
amendment in their Articles of Corporation or By-Laws.

Newly NF elected officers must complete the course during the first three months of their administration to be
considered as an Executive member of their respective National Federations. Failure to comply will result in non-
compliance status of the National Federation and may affect the eligibility status of the NF.

Safe Sport Compliance

Each National Federation shall include in their revised by-laws the incorporation of a safe sport program in compliance
with the International Olympic Committee and Oceania National Olympic Committees mandates.
