program with the exception of 2 persons, one of whom moved out of
state. There was a total of 425 mandatory TIP mentees. The LSBA
Board of Governors approved the Committee on the Profession’s
recommendation of mandatory TIP for all new admittees. The LASC
declined to approve mandatory TIP at this time but is considering
incentives, such as additional CLE credit for TIP participation. The
LSBA is also considering incentives to the program.
▪ Continue to operate the Fee Arbitration Program to settle fee disputes
either between attorneys or between clients and their attorneys;
LSBA continuing Fee Arbitration Program administration
▪ Continue to operate the Practice Assistance and Improvement
Program (PAIP), including the Attorney-Client Assistance Program and
Diversion Program (which includes Ethics School and Trust
Accounting School);
LSBA continuing PAIP administration
▪ Continue to administer and staff the Rules of Professional Conduct
Committee to provide input and assistance to the Louisiana Supreme
Court on ethical rules governing lawyers;
LSBA continuing to administer and staff Rules of Professional Conduct
Committee
▪ Continue to provide oversight and financial support to the Judges and
Lawyers Assistance Program;
LSBA continuing oversight and financial support of JLAP, with
$300,000 allocated for FY 2020/2021 ($200,000 from general budget
and $100,000 from SC funds allocated for this purpose) along with
additional JLAP reporting requirements
▪ Continue to assist in the regulation of lawyer advertising by issuing
Lawyer Advertising Advisory Opinions as directed by the Louisiana
Supreme Court in the Rules of Professional Conduct;
LSBA continuing to issue advisory opinions
The Rules Committee was asked to consider amendments to improve
compliance with the registration and review requirements for lawyer
advertising. The Rules Committee formed a subcommittee to consider
and propose specific changes to the existing rules, and also to consult
with the LSBA about creation of a searchable database that could be
used by the public and the ODC to determine whether particular
advertisements had been registered with the LSBA as required by
Rule 7.7. After considerable work, the subcommittee proposed two
alternative rule changes to the Supreme Court for its consideration.
The first set of proposed changes makes the assigned registration
number “required content” of each advertisement. The second set of
proposed changes makes the assigned LSBA registration number
