Judge Timothy S. Marcel
Judge Timothy S. Marcel serves on the Louisiana Fifth Circuit Court of
Appeal. He previously served for nine years on the 29 Judicial District Court in
th
St. Charles Parish, Louisiana, and was that Court’s Chief Judge for five years. On
the district court, Judge Marcel developed and implemented the St. Charles Parish
Family Intervention Court, a family-centered substance abuse treatment court
program for court-involved high risk, high need juveniles. He also presided over
the St. Charles Parish Adult Drug Court program.
In 2017, Judge Marcel was recognized as an Angel in Adoption by the
Congressional Coalition on Adoption Institute for his work to improve outcomes
for court-involved children and families through cultivation of trauma-informed
courtrooms. That same year, Judge Marcel founded the St. Charles Parish
Bridging Futures Coalition, a grass roots collaborative initiative of local justice
partners, the public school system, other private and public sector stakeholders for
implementing community-wide coordination and delivery of evidence-based
prevention, identification, intervention, and transition resources for at-risk youth
and their families. Judge Marcel co-developed and implemented the F-SBIRT
model for assessing strengths and needs of court-involved juveniles and their
families.
He is also a Tulane Early Childhood Development Policy Leadership
Institute Fellow and a Reclaiming Futures Judicial Fellow. Judge Marcel
completed National Association of Drug Court Professionals Judicial Training at
the National Judicial College in 2016. He was on faculty at the 2018 National
Association of Drug Court Professionals and at the 2019 and 2014 National
Council of Family and Juvenile Court Judges national conferences. Additionally,
he has presented on the subject of substance abuse and treatment for the Louisiana
Judicial College, Louisiana Judiciary Commission, Louisiana Attorney
Disciplinary Board, Louisiana Governor’s Conference on Juvenile Justice and the
Louisiana Counselors’ Association.
Judge Marcel is co-chair of the Louisiana State Bar Association Committee
on Alcohol, and is a member of the Louisiana Fifth Circuit Judges’ Association,
Louisiana Fourth and Fifth Circuit Judges’ Association and Drug Abuse and serves
on the Louisiana Association of Drug & Special Court Professionals executive
board. He is a former chair of the Louisiana Judges’ Supplemental Compensation
Fund Board, past board member of the Pelican Center for Children and Families,
Judges’ and Lawyers Assistance Program Advisory Council, and the former
judiciary representative to the Louisiana Heroin and Opioid Prevention and
Education Council.
Prior to entering judicial service in 2015, Judge Marcel was in private law
practice for seventeen years and is a past president of the St. Charles Parish Bar
Association. He is a member of the Rotary Club of St. Charles Parish. Judge
Marcel is a graduate of Nicholls State University and the LSU Law Center.
