Legislative News from Lobbyit - Keith Nelson

                                   Current Activity
                                   Lobbyit's recent activity on behalf of NCISS consisted significantly of preparation for
                                   NCISS's 2018 "Hit the Hill" Congressional fly-in, including updating legislative advocacy
                                   materials, touching base with target offices, securing a meeting space, and arranging
                                   meetings for the NCISS board with key congressional officials.

                                   NCISS members will recall previous dispatches on this legislation, noting that it was
                                   sponsored by Senator Wyden in the Senate (D-Or), and Congressman Chaffetz (R-Ut) in
                                   the House.  As such, it had sponsors from very different ends of the political spectrum.

                                   Upon Congressman Chaffetz's retirement in late 2017, we hoped the bill would die a quiet
             Keith Nelson -         death in the House.  While prospects for passage are still somewhat remote -- in either
                                   Chamber -- this legislation received a new lease on life in the house with its re-introduction
                 Lobbyit           by Congressman Blake Farenthold (R-Tx).  Like Cong. Chaffetz, Farenthold is considered
         a more doctrinaire conservative, and the renewed introduction of the legislation gave cause for concern.

         Lobbyit will arrange these meetings, but we encourage you to go and see your Members of Congress, as well!

         Previous Activity
         Lobbyit tracked developments at the Federal Communications Commissions (FCC) regarding "Net Neutrality"
         regulations, met with the Senate Commerce regarding the same, and continued tracking developments in funding for
         fiscal year 2018 (FY18).

         -- Net Neutrality - prior to the hearing overturning this rule, Lobbyit filed a comment, with the Federal Communications
         Commission (FCC). The FCC did vote to end the Net Neutrality regulation.

         State Legislative Awareness Monitoring (SLAM)
         Lobbyit has set up NCISS's "state-level" tracking and continues to identify hundreds of bills in currently active states.
         Members may view bills impacting private investigators, private patrol operators or security guards in your state, by
         going to the Advocacy Hub and State Legislation at www.nciss.org/legislation .

         Members can search alphabetically by state or click on a specific state on the United States map provided at the top of
         the page.
