Francis L. de los Reyes, III, PhD
2015 UPAAA Distinguished Alumnus in Environmental Engineering
Dr. de las Reyes is a Professor in the Department of Civil, Construction, and Envi
ronmental Engineering, College of Engineering, North Carolina State University, Ra
leigh, NC. He started as an Assistant Professor in 2000 and rose to the rank of full
professor in 2012. He was a Visiting Professor at the Southeast University, Nanjing,
China, University of KwaZulu-Natal, Durban, South Africa, and at the University of
Ghent, Belgium. He was the President of the Philippine-American Academy of Scientists and Engineers
(P AASE) in 2014. He is the Associate Editor of the ASCE Journal of Environmental Engineering since
2012. He has numerous scientific publications and has received numerous honors and awards including the
NCSU University Faculty Scholar 2014-2018, the 2015 NC State Alumni Outstanding Extension Award, the
2015 NC State Academy of Outstanding Faculty in Extension and Engagement, 2015 Marist School Out
standing Alumnus Award, 2013 P AASE Koh Lectureship Award, 2013 Transatlantic Partnership in Excel
lence in Engineering Scholarship, 2010 Iowa State University Outstanding Young Alumnus Award and 2009
TED Fellow. He earned his B.S. A icultural Engineering, magna cum laude, in 1990 from U.P. Los Banos, his

M.S. in Civil Engineering in 1994 from Iowa State University, and his Ph.D. in Environmental Engineering
in Civil Engineering in 2000, University of Illinois, Urbana, IL.

Dr. Joaquin is the Medical Director, Ideal Health Care and Medical Clinic, Inc., Los
Angeles, CA. He is currently a Clinical Assistant Professor of Medicine at Charles
Drew University of Medicine and Science, Assistant Clinical Professor at UCLA
School of Medicine and Assistant Clinical Professor at UCLA School of Nursing. Af
ter earning his BS Zoology, cum laude, 1984, and his MD degree, 1989, from U.P. Dr.
Joaquin obtained an internship and residency training in Internal Medicine at Wayne
State University-Detroit Medical Center, Detroit MI, 1990-1993. He had a fellowship
in Geriatrics at the VA-UCLA Medical Center in Los Angeles, CA, 1993-1995. He
has certification in both Internal Medicine and Geriatrics. He was Chief Medical Executive, California Cor
rectional Institution, California Department of Corrections and Rehabilitation (CDCR), 2009-2013; Chief
Physician and Surgeon, and Chief Medical Officer, Salinas Valley State Prison, CDCR 2008-2009. He served
as Medical Consultant I, State of CA Department of Social Services, 2006-2008; and Chief, Division of Geri
atrics, King/Drew Medical Center, 1998-2006; Program Director, Geriatric Fellowship Program, King/Drew
Medical Center, 1998-2007. He is the President, University of the Philippines Alumni Association of Greater
Los Angeles; President, Philippine Medical Association of Southern CA; and Past President, University of
the Philippines Medical Alumni Society of America (UPMASA) Southern California Chapter. He received
