               马佛青呼吁政策制定考量多元社会的权力和自由



              马来西亚佛教青年总会(马佛青)呼吁无论是中央或是州政府,在制定
         政策时需要考量马来西亚多元种族、宗教和文化的共享现实。此文告是针对
         吉打周内各地方政府日前向夜市商贩们发出通告指示商贩们必须在昏礼
         (Maghrib  Prayer)的时段停止一切商业活动,即在昏礼前5分钟停止和在昏
         礼10分钟后才能够继续恢复营业的回应。这是在2024年2月21日召开的吉打
         行政会议决定实施的指示,并将在2024年5月1日起全面落实。

              负责人力资源、华人、印度、暹罗事务事务的吉打行政议员黄佳祯和吉
         打房屋、地方政府、卫生事务委员会主席曼苏札卡里亚之后做出澄清表示此
         政策不会强硬地被实施在非穆斯林夜市和只限穆斯林商贩和顾客。然而,在
         发出通告和情况获得澄清的过程中对于政策实施是否影响所有商贩和顾客还
         是只局限于穆斯林群体的不同解读,引起了非穆斯林群体的不安。

              马佛青尊重和明白该政策的实施是对于昏礼时段的尊重和让穆斯林小贩
         和顾客履行宗教义务。马佛青希望这曾在2011年在吉打州各地方政府实施的
         政策能保持这初衷,并不延伸和影响到其他宗教和种族的群体。政策的设立
         和实施需要同时考量伊斯兰教是联邦的官方宗教和马来西亚为世俗国的两大
         现实。在履行各自的宗教义务被之外,对于人权平等及宗教信仰自由的尊崇
         不该被忽视。

             YBAM Calls for Considerations of Freedom

             and Rights of Diverse Society in Policy Making

              Young Buddhist Association of Malaysia (YBAM) calls on both the central and
        state  governments  to  consider  the  shared  reality  of  Malaysia’s  diverse  races,
        religions, and cultures when formulating policies. This statement is in response to
        the  notice  issued  by  local  governments  in  Kedah  to  night  market  vendors,
        instructing  them  to  stop  all  commercial  activities  during  the  Maghrib  prayer
        period, that is, to stop 5 minutes before the Maghrib prayer and to resume the
        operations 10 minutes after the Maghrib prayer. The implementation of this policy
        was  decided  during  the  meeting  of  Kedah  State  Executive  Council  held  on  21
        February 2024, and will begin from 1 May 2024.
                   The Kedah Executive Council Members YB Wong Chia Zhen in charge of the
        Human  Resources,  Chinese,  Indian  and  Siamese  Affairs,  and  Non-governmental
        Organisation  Portfolios  and  YB  Mansor  Zakaria  in  charge  of  the  Housing,  Local
        Government, and Health Portfolio subsequently clarified that this policy will not
        be forcefully implemented in non-Muslim night markets and only be applicable to
        Muslim vendors and customers. However, during the process of issuing the notice
