BULGARI HOTEL RESTAURANT AND BAR4 Knightsbridge GreenThis application involved live and recorded music, late night refreshments and the sale of alcohol, until midnight (Monday to Wednesday) and until 1.30 am %u2013 2.00 am (Thursday to Saturday). We expressed our concerns, as the proposed closing times were well beyond Westminster%u2019s definition of core hours. The application was heard on 7 December; despite our objections (and those of several residents, including those at 199 Knightsbridge), permission was granted, subject to a set of mandatory conditions, including CCTV monitoring of patrons and noise restrictions. NATURAL HISTORY MUSEUM (NHM)Although the surrounding area is largely institutional there are residential blocks nearby which would be affected by the proposed new terminal hour of 01.00 am, as well as the increase in noise, crowds and traffic around the new Queen%u2019s Gate entrance. That street has limited capacity and the noise from crowds could reverberate across the road. We suggested that the terminal hour be brought forward to no later than midnight and new conditions added:- Restrictions on patrons congregating in Queen%u2019s Gate after 10 pm. - Patrons leaving events after 11pm to exit via the main Cromwell Road entrance or the Exhibition Road entrance (i.e. not onto residential Queen%u2019s Gate)- Daily rubbish collection and improvement of the current disposal options along Queen%u2019s Gate- Monitor and enforce parking rules for coaches, cars and delivery vehicles to prevent illegal parking on Queen%u2019s Gate and other local streets.The application was granted by RBKC, with our first two suggestions included in the conditions attached to the approval, with the others rejected as they fell outside the ambit of licensing regulations.GOVERNMENT CONSULTATION Consumption of Alcohol in Licensed Pavement AreasTogether with other Residents%u2019 Associations we were invited to comment on three options for amending the current legislation:1. Make permanent the temporary regulatory easement of %u2018offpremises%u2019 sales, so that any on-premises sales premises licence would automatically cover them.2. Amend the Licensing Act 2003 to extend the definition of %u2018on-premises%u2019 sales, so that it included any consumption in a licensed pavement area.3. Amend the Licensing Act 2003 to permit %u2018on-premises sales%u2019 Firtash, together with the adjoining site of the former Brompton Road tube station which he bought from the MOD. He has been under house arrest since 2014 in Vienna battling extradition to the US where a judge in Virginia issued a warrant for his arrest on bribery and other charges.
