Hate Speech that
may be prohibited
There are some forms of ‘hate speech’,
which may be understood as individually
w h i c h m a y b e u n d erst o o d a s i n d i v i d u a l l y
targeting an identifiable victim. This may
not fit within the borders of criminalised
hate speech because the speaker does not
seek to incite others to take an action
against persons on the basis of a protected
characteristic. These types of ‘hate speech’
include threats of violence, harassment and
assault.
