or groups, because of who they are. Due to the lack of

a u n i v e r sa l l y a c c ep t ed d e f i n i t i o n , o b l i g a t i o n s t h a t
a universally accepted definition, obligations that
permit or require limitations on certain types of ‘hate
speech’ are pieced together from many different
treaties..
