As of this writing, we recently held our annual
meeting for the New Mexico Horse Breeders Association. The meeting was well attended, and three ballot measures were voted on, as well as voting for trustees.

Prior to voting on the above measures, members present were invited to comment. The comment session was lively, to say the least. Regardless of where a member might stand on the issues at hand, the passion of our membership was readily apparent and welcomed.
Trustee Jay Taylor gave an excellent synopsis of the Association’s financial status. The Association is in much better financial shape than in recent years due in large part to his efforts. Many thanks to Mr. Taylor for his hard work and dedication, particularly on this important issue.

Lowell Neumayer, head man for the All American Ruidoso Horse Sales Co., shared his
thoughts on how to improve the numbers and quality of the Thoroughbred session of the NM Bred sale. Thank you Lowell for making the trip and sharing your valuable insights.
Dr. Megan Petty, from the Tularosa Equine Veterinary Clinic, spoke to those in attendance with tips on caring for the foaling mare and newborn foal. Thank you Megan for the excellent advice.
Trustee Verner Query shared his ideas for establishing a million dollar race for New Mexico bred Thoroughbreds. Thanks Verner for your hard work on this important concept.
Copper Spring Ranch donated a breeding as a door prize to their exciting new Quarter Horse stallion, Jet Black Patriot, standing at Double
LL Farm. The Andersons, managers of Copper Spring, made the trip from Bozeman, Montana, to attend the meeting. Copper Spring has made a significant investment in the New Mexico breeding program and we welcome them to New Mexico and wish them much success.
Susan Hunter of Hunter Creek Farms donated a breeding as a door prize to her very well bred, new Thoroughbred stallion, Kentucky Wildcat. Thank you Susan and good luck with your exciting new horse.

Finally, a very special thanks to the NMHBA staff. A ton of work goes into putting on this event and the meeting came off flawlessly. Mary Barber, Ernestine Aragon, and Paulette Taylor, well done!

The first ballot measure dealt with allowing a person to become a member prior to the start of our Annual Meeting. Replacing the require- ment of a membership application being submitted 15 days prior to the annual meeting. This by-law change was approved.
The second ballot measure, which also passed, dealt with the elimination of proxies and to allow mail-in ballots.
The Association’s attorney, Mr. Fred Mowrer, weighed in with his opinion on this issue in a letter to the Association:
“I concur with the Association’s determination that there should be an elimination of proxy votes. In too many instances I have found in private organizations that the use of proxies
is abused and allows a few members to exert an unfair weight on decisions that are made

The proposed by-law changes:
To eliminate the requirement to be a member 15 days prior to the Annual Meeting in order to vote passed with 121 votes for and 96 votes against.
To eliminate proxies and allow mail in ballots passed with 175 votes for and 38 votes against.
To allow pregnant Thoroughbred broodmares by outside stallions to come to New Mexico and have New Mexico Bred foals (as long as the mare is bred back to a New Mexico stallion and produces another New Mexico Bred within two years) failed with 38 votes for and 177 votes against.
