ARCI Names New Chairman
Rhea P. Loney, a Louisiana assistant
attorney general, has been appointed chair
of the Association of Racing Commissioners International’s (ARCI) regulatory attorneys committee. Loney began representing the Louisiana State Racing Commission in June 2011 and was the first attorney in the country to successfully administratively prosecute Quarter Horse trainers whose horses tested positive for the painkiller Dermorphin, aka “frog juice.” Loney previously chaired the young Lawyers Section of the 22nd Judicial District Court.
Former Racing Regulators Appointed To ARCI Integrity Compliance Panel
The Association of Racing Commissioners International (ARCI) formed an independent panel of three former racing regulators to certify compliance with integrity standards. The panel includes Steve Barham, Bennett Liebman,
and Allan Monet. The panel will report at the annual ARCI meeting on whether justifications are “Compliant”, “Substantially Compliant” or “Non Compliant” with select integrity standards embodied in the Model Rules, which include implementation of the ARCI/RMTC Controlled Therapeutic Schedule, the use of an RMTC accredited testing laboratory, the adoption of the Multi-Medication Rule Violation point system, and the independent administration for those trainers/owner opting to use race day furosemide.
RMTC Approves Interim Accreditation, Issues Recommendations
The RMTC (Racing Medication &
Testing Consortium) Board granted Interim Accreditation to the University of Illinois at Chicago Analytical Forensic Testing Laboratory, paving the way for it to become the ninth to receive full accreditation since 2013. RMTC- accredited and soon-to-be accredited laboratories are responsible for testing samples for 30 of
the 34 pari-mutuel racing jurisdictions in the U.S., including: AR, AZ, CA, CO, DE, ID, IL, IN, KY, MA, MD, ME, MI, MN, MT, ND, NE, NJ, NM, NV, NY, OH, OK, OR, PA,
TX, VA, WA, WV, and WY. The board also heard a report and recommendations from their Laboratory Glaucine Task Force, reporting that glaucine is present in some bulk shavings and also available in injectable forms online. Due to glau- cine’s presence in bedding, a horse could ingest shavings prior to a race that could result in a lab- oratory finding. The RTMC’s Scientific Advisory Committee (SAC) reported on the results of a 2016 RTMC-conducted DMSO study funded by the American Association of Equine Practitioners (AAEP). It was requested that RTMC determine a withdrawal recommendation for intravenous use of medical grade DMSO. For additional info, visit rmtcnet.com.

The AQHA Dam of Distinction award has been given to Your First Moon and Jess Sass Me. Both mares earned this accom- plishment by producing multiple racing Champions. The 1999 mare Your First Moon (First Down Dash-Moon Arisen, Beduino TB), who was bred by Vessels Stallion Farm LLC and now owned by Ramon Vega, is 2-time Champion and dam of Champions Moonin The Eagle and Moonist. Your First Moon has produced earners of $2,174,115 from 13 starters, including four stakes win- ners. The 2004 mare Jess Sass Me (Mr Jess Perry-Sassy Smith, Corona Cartel), who was bred by Mike Abraham and owned by Gary and Max Anderson of Speed LLC, is the dam of Champions Jess Walking Thru and Sass Me Blue. Jess Sass Me has produced earners of $1,238,843 from 20 starters.
Jockeys And Jeans Fundraiser
Proceeds from the Jockeys and Jeans fundraiser during its stallion season auc-
tion at Gulfstream Park reached more than $150,000, with all proceeds benefiting
the Permanently Disabled Jockeys Fund. Founded in 2014 by a group of former jockeys, Jockeys and Jeans has raised around $650,000 for the organization that makes monthly payments to over 60 former jockeys who suffered career ending injuries. The next Jockeys and Jeans fundraiser is set for June

Happy Trails Children’s Foundation Holding Drawing For Red Ryder Saddle
Happy Trails Children’s Foundation, named to reflect the participation and sup- port of Roy Rogers and Dale Evans, will be holding a drawing for a Legendary Red Ryder Saddle. Comic book cowboy Red Ryder was a fictional American hero to millions for almost three decades. Noted cowboy artist Fred Harman and his marketing partner Stephen Slesinger created the Red Ryder, who first appeared in print in 1938 and eventually made it to the big screen. Master Saddlemaker Ed Mathieus of Oak Brand Leather made this saddle, which is beautifully hand-carved and two-toned with a 16” seat, double rigging,
and leather covered stirrups. Tickets are $10 each or 11 for $100, with all proceeds from the raffle going to the Happy Trails Children’s Foundation. Formed in 1982, the nonprofit foundation helps children in crisis with a mis- sion to hinder the rising tide of child abuse, neglect, abandonment and death. Call toll

RTIP Student Experience at Rillito Park
The Rillito Park Foundation announced that advanced deposit wagering service PariBet LLC is partnering with Rillito
Park Racetrack to sponsor students in the University of Arizona’s Race Track Industry Program (RTIP) to work at the track during the 2017 winter meet. The sponsorship will
be known as the PariBet Racetrack Industry Student Experience (PRISE) and allow students to work in the racing industry and learn about racetrack operations. The list of jobs that will be filled by student employees this winter includes entry clerk, photo finish operator, track handicapper, assistant clocker, chart caller, and social media manager. This will be the third racing season in which Rillito Park will be hiring students, however, this will be the first season that they will be sponsored by PariBet.
