Don’t forget to pay your APHA Racing Owners Participation Fee
A racing participation fee will be assessed annually to all recorded owners of race starters. Recorded owner of multiple horses will pay fee one time if the exact name is the same on all horses. Payment will be due on or before March 1 annually with late fees assessed after March 1. Non-payment of the owner participation fee will not reflect on a horse’s past performance as records will be kept on all horses; however, if a horse qualifies for any award they will be ineligible to receive if fee or subsequent late payment penalty has not been paid.
All racing year-end awards will be awarded to the owner or lessee on record as of Dec. 31 of the qualifying year, given the owner or lessee on record has paid all fees and is a current member (See fee schedule in front of the APHA Rule Book).
Racing Fee Schedule:
Annual Racing Participation fee $25 due by March 1
Late fee: $100 after March 1

Speedhorse Photo Archive Answer
The photo on page 203 shows American Quarter Horse Association and National Reining Horse Association Hall of Famer Charlton Thomas
(C.T.) “Tom” Fuller. Tom was an accomplished photographer and horse magazine publisher. He was the original publisher of Practical Horsemen and Performance Horsemen, and many of his photos appeared on the covers of the Quarter Horse Journal. Although show horses were Fuller’s love, he also had an interest in racing. At his Louisiana Stud Farm in Opelousas, Fuller owned and raised Quarter Horses such as Mr Meyers. Fulton considered his win in the 1969 Bay Meadows Futurity with Barred’s Rocket as one of his greatest accomplishments. For his film “The Horse America Made,” Fuller traveled over 100,000 miles to record the beauty and diversity of the American Quarter Horse. Fuller also owned AQHA Hall of Fame horse Joe Cody, who sired horses that won in reining, cutting and other AQHA events. Joe Cody lived to be 37 years old and was inducted into the AQHA Hall of Fame in 1995. In all, Fuller was connected to some 185 AQHA performers and developed 10 AQHA Champions and 15 all-around winners. As a breeder, he had 763 foals with champions in the show arena and on the racetrack. Fuller was inducted into the AQHA Hall of Fame in 2001 and passed away in 2011.
