BROODMARE PENALTY POLICY
Any foal whose dam was not registered in the Permanent Broodmare Registry by Sept. 1st of the year she was bred for that foal will be charged a penalty in addition to the foal’s registration fee.
In order to determine the penalty, you must know the age of the foal at that time and the date of the broodmare’s registration if it has been done at all.
If the broodmare is not registered by Sept. 1st of the year bred, the foal will have a penalty of $350.
If the broodmare is not registered by Sept. 1st of the year of birth, the foal will have a penalty of $700.
If the broodmare is not registered by Sept. 1st of the year the foal is considered a yearling or older, the foal will have a penalty of $1,500. This is the maximum penalty.
The maximum penalty to be collected due to the late registration of a broodmare is $1,500. If a $1,500 or $700 penalty is collected, it will also cover any younger foals the broodmare may have produced. Those foals would just be charged a registration fee.
STALLION PENALTY POLICY
Any foal whose sire was not in the Permanent Stallion Registry at the time of conception will be charged a $1,500 penalty in addition to the registration fee.
STALLION RE-ACTIVATION POLICY
If a stallion who is in the Permanent Stallion Registry has not completed the Stallion Update Card or EVA requirements,
he will be marked INACTIVE. He can be Re-Activated by complying with the EVA requirements and by filling out the Stallion Re-Activation Form to be accompanied by the $200 Re-Activation Fee. If any foals were conceived during the time the stallion was inactive, there will be a fee of 1 1/2 times the normal registration fee.
STALLION TRANSFER POLICY
If a Stallion Transfer is completed before the end of June, that transfer will go into effect as of Jan. 1st of that year. If a Stallion Transfer is completed on July 1st or later, the transfer will not go into effect until Jan. 1st of the next year. A stallion cannot share a breeding season between two or more different ownerships and can only stand in New Mexico for his entire breeding season.
EVA POLICY
(Equine Viral Arteritis)
Before a stallion can be registered in the Permanent Stallion Registry, he must test negative for EVA and be vaccinated for EVA. We require a copy of the negative test results from a licensed laboratory and our EVA Certificate must be completed by a veterinarian.
If a new stallion tests positive for EVA, he will then need
to have his semen tested. If his semen tests positive for EVA, mares will have to be vaccinated against EVA at least 21 days prior to being bred and shall be isolated for 21 days after being covered by a shedding stallion.
A yearly booster shot is required and the EVA Booster Certificate must be completed by a veterinarian. The EVA Booster Certificates are mailed out in early November and have a deadline of mid-January giving stallion owners and managers plenty of time to get this done by the breeding season.
If a horse goes inactive and misses being given a yearly booster shot for EVA for more than one year, he must be re- tested for EVA in order to be re-activated. This can only be done by collecting semen and having that tested for EVA since his blood will always test positive after being vaccinated.
If a stallion misses being given his EVA booster shot for no more than one year, he can then be given a booster shot and he does not have to be tested again in order to be re-activated.
