A bill was introduced in the New Mexico Legislature to alter the Horse Racing Act to include a racehorse testing fund to ensure the testing of horses for drugs or foreign substances meet or exceed the standards of the Association of Racing Commissioners International.
The Humane Society of the U.S. formed a Responsible Horse Breeders Council to improve horse welfare. Remington Park instituted pre- race exams for all graded race participants, all futurity and derby finalists, and selected horses
in overnight races. A new immigration rule took effect that allowed undocumented spouses and children of U.S. citizens to apply for a waiver while in the U.S. Pinnacle Entertainment, Inc. paid $15 million for 75.5% equity in Retama Park. Amici Curiae, joining the American Horse Council in support of the AQHA’s request to reverse a federal judge’s ruling that required
the organization to register clones. The U.S. District Court granted in part AQHA’s Motion for Stay of Equitable Relief Pending Appeal on a cloning lawsuit, meaning that until the AQHA appeal is resolved, the association is not required to register clones or their offspring but must develop appropriate rules for the registration
of clones and their offspring. The actors, producer, director and co-writer of “50 to 1,” a movie about Kentucky Derby longshot winner Mine That Bird, signed autographs at Ruidoso Downs. Speedhorse sent a representative to Brazil to attend the races at the Jockey Club de Sorocaba and the Haras Prata & Convidados Sale. G.R. Carter became the all-time leading jockey by wins after winning his 3,632nd race at
Ruidoso Downs, celebrating with his signature backflip dismount. Arapahoe Park launched a program Race-Day Medication Free Incentive to reward horsemen who don’t administer race- day medication to their horses to encourage them to go beyond the letter of the law. The AQHA instituted a reorganization to address current business and financial needs, laying off several longtime employees and moving others to different roles.
