Texas New Clenbuterol Policy
Effective Sept. 10, 2018, in accordance with 16 TAC§319.3, clenbuterol shall be prohibited for use in race horses of all breeds. The maximum permissible concentration for the drug clenbuterol will change from 140 pg/ml of urine to level of detection in urine. The level in serum or plasma shall remain at level of detection. Therefore, any post-race sample submitted to the TVMDL for drug testing shall be reported as positive if there is any level of clenbuterol detected in the sample. Racing Owners Participation Fee
A racing participation fee will be assessed annually to all recorded owners of race starters. Recorded owner of multiple horses will pay fee one time if the exact name is the same on all horses. Payment will be due on or before March 1 annually with late fees assessed after March
1. Non-payment of the owner participation fee will not reflect on a horse’s past performance
as records will be kept on all horses; however,
if a horse qualifies for any award they will be ineligible to receive if fee or subsequent late payment penalty has not been paid.
All racing year-end awards will be awarded to the owner or lessee on record as of Dec. 31 of the qualifying year, given the owner or lessee on record has paid all fees and is a current member. (See fee schedule in front of Rule Book)

Annual Racing Participation fee $25 due by March 1
Late fee: $100 after March 1

Regional Racing Awards
Regional racing awards will be presented on an annual basis to horse/owner, breeder, and trainer in five (5) regions. Regional awards will be determined by the following system: a) Horse/ owner per region based on APHA honor roll points (see Rule RA-060.D1); b) Breeder and Trainer will be based on total money earned in that region.
The five (5) regions are: Northwest: WA, OR, ID, MT, WY, ND, SD, UT; Eastern: MI, KY, FL; Central: OK, CO; Southwest: TX, AZ, NM, CA; Canada. Must be a current APHA member to receive award. Regional awards will be presented at the 2019 January Heritage Place Winter Mixed Sale.
Information on Double Registered Horses
When registering your American Paint Horse and if it will be registered with the American Quarter Horse Association be sure to select a name that is acceptable at both registries. If you plan to race, all double registered horses must be named the same at APHA and AQHA. The horse will not be allowed to race at all if the names are not the same.

Speedhorse Photo Archive Answer
The photo on page 209 shows jockey Sam Thompson with Daniel Lucas and Donna and James McArthur. The photo was taken after Thompson won the 2000 Los Alamitos Derby aboard Corona Kool for owner Lucas Racing Inc. and trainer Donna McArthur. Sam won 600 Quarter Horse races during his career at Los Alamitos, including 55 stakes events. He won the 1997 Los Alamitos Million Futurity with Champion This Snow Is Royal and again in 1999 with Champion Corona Kool. Thompson also rode Champions Corona Cash, Deelish, FDD Dynasty, and Tiny First Effort. In 2000, Sam was awarded the Special Achievement/Jockey Award by the PCQHRA for having an outstanding year. In addition to being an incredible jockey, Thompson was also a Jockeys’ Guild senator, the room representative at Los Alamitos, and a council member of the Los Alamitos division of the Race Track Chaplaincy of America. On Dec. 20, 2008, Thompson was injured in a spill. He passed away five days later on Christmas Day at the age of 36. In 2011, Speedhorse and the Jockeys’ Guild developed the Sam Thompson Memorial Jockey Award to honor riders whose lives and character positively impact the Quarter Horse racing industry, both on and off the track. Ricky Ramirez was the recipient of this year’s Sam Thompson Memorial Jockey Award and is the subject of this month’s Industry Profile on page 42.
