 LQHBA RULES FOR ACCREDITATION
MEMBERSHIP
An individual, partnership, corporation or any entity attempting to accredit a foal shall be a member in good standing in the Louisiana Quarter Horse Breeders Association (LQHBA).
Application for membership shall be obtained through the Louisiana Quarter Horse Breeders Association, 105 Carlyon Lane, Alexandria, LA 71303.
Membership may be obtained by executing the current membership application form which shall be returned to the LQHBA Office. The membership year is January 1 – December 31. Effective January 1, 2014, membership dues shall be as follows: Any applicant for a new membership, not reinstatement, shall pay Forty ($40.00) Dollars in dues regardless of the date the application for membership is submitted. The annual membership dues shall be Fifty ($50.00) Dollars per year. If the annual membership dues are paid prior to February 1 of each calendar year, the dues shall be Forty ($40.00) Dollars.
As the same is more fully defined in the LQHBA By-Laws, there are two classes of memberships, regular and lifetime members. A regular member is a natural or artificial person created pursuant to Louisiana law, who is actively interested in Quarter Horses.
To be a regular member, a natural person must be at least eighteen (18) years of age or older. In order to qualify as a member, an artificial person, defined to mean a corporation, Louisiana Limited Liability Company or Louisiana Limited Liability Partnership, must have its principle place of business in the state of Louisiana. The principle of One Man, One Vote applies to any Annual or Special Meeting of the Membership. No member shall be allowed to vote for or on behalf of a “Related Business Person” of a member otherwise in good standing. No proxy voting is allowed.
Only those members who have been members of the Association for at least one (1) full year prior to the meeting of the general membership, whether it be the annual meeting or a special meeting may vote at the membership meeting.
Any regular member may become a lifetime member by paying lifetime membership dues as set by the Board of Directors ($300.00 as of January 1, 2014.)
FOALING REPORT AND FEES
A foaling report shall be completed and sent to the LQHBA on each foal on or before July 1st of the year foaled or within 45 days after foaling. This report must be accompanied by a fee as set by the Board of Directors (Forty ($40.00) Dollars per foal as of January 1, 2014).
Foals not reported by July 1st or within 45 days of foaling are eligible for accreditation until December 31st of the year foaled, however, the foaling report must be accompanied by a fee of Two Hundred Fifty ($250.00) Dollars, which fee is non-refundable and non-transferable.
Foals not reported by December 31st of the year foaled are eligible for accreditation, however, these foals must be reported on the foaling report form and must be accompanied by a fee of $500 until December 31st of the year following foaling. The fee of $500 is
not refundable or transferable. The applications in this category must be approved by the executive committee of the LQHBA.
Under no conditions will a foal reported after December 31st of its yearling year be eligible for accreditation as a Louisiana Bred. The postmark date on the envelope containing the foaling report will be taken as the official date of application.
