A.6 Inter-departmental documents/ communications maybe delivered only to the
receiving office by authorized personnel from the source department/ office
following prescribed protocols like timeframes and recording them in record books
or ledgers.
A.7 All University officials and employees are enjoined to inform the transacting public
of this regulation/ process.
B. COMMUNICATION/ CORRESPONDENCE FORMAT/ PROTOCOL
B.l UPWARD FLOW OF (INTERNAL) COMMUNICATION
B. 1.1 Communications/ correspondences (from the campus level) addressed to the University
President for action has to be coursed through the Campus Administrator (CA) for
notation/review/recommendation, as the case may be, copy furnished the concerned Vice
President (i.e VP RDET for Research concerns/ matters, etc.). In cases where the recommending
or endorsing official does not affirmatively recommend and/or endorse the request/ proposal,
he/she should state the reason/s, ground/s, justification/s, and/ or rationale. In no case that
such communication and/ or request/ proposal will not be forwarded to the University President
for final action. However, the University President (UP), at her discretion or if the situation
warrants, may route and refer the communication/ correspondence to the concerned Vice
President for his/her comments or recommendation for consideration by the UP before final
action.
B. 1.2 Communications/correspondences/requests that can already be acted upon at
the level of the University Director, Dean, CA and VP and do not need the approval of the
University President, the same shall be acted upon by the former (authorized official).
B.2. DOWNWARD FLOW OF COMMUNICATION (From the level
of the Vice Presidents)
B.2.1 All communications/ correspondences emanating from the VPs addressed to
concerned personnel should be addressed to the concerned Campus Administrator/University
Director of the Department, 'Attention" the concerned personnel, copy furnished the
immediate supervisor (i.e. College Dean in the case of the Program Chairperson; Program
Chairperson in the case of concerned faculty; Section Head in the case of non-teaching
personnel and office/s which need to be informed).
