position. Often times, it is not possible to enhance the position with increased salary. You must create an environment where the officer is willing to look beyond the paycheck. The position must be perceived as challenging, relevant, and nourishing to a hungry, up-and-coming leader. There must be definitive metrics to gauge the success and continued development of the established organiza- tion and this development must have some type of perceived benefit for the new chief officers. Salary alone will
not attract the best candidate for the chief’s job. Rather a sense of stability,
partnership, and a voice within the municipality or township should be emphasized. These efforts will go a long way in overcoming the pay discrepancies between the ranks.
Each chief officer must ask them self if he/she would accept a promotion to their current position if it were offered to them today. If the answer is not an overwhelming yes, then your work has just begun. It is up to you to enhance the position so that the glass ceiling does not suppress the next generation of leadership. u
