The 70-seat LegCo is Hong Kong’s law making body. Its main functions include:
v Enacting laws
v Approving public expenditure
v Monitoring the work of the Government

Judicial independence underpins the rule of law. Our judges enjoy security of tenure and the Court of Final Appeal may also call
on esteemed judges from other common law jurisdictions# to sit in the adjudication of final appeals.
# There are now 13 overseas non-permanent judges as of October, 2020.
Hong Kong ranked 8th in the world and 2nd in Asia for judicial independence in the World Economic Forum's "Global Competitiveness Report 2019".
