Cha Cha, Scrambler or Sizzler amusement rides have historically been fitted with a lap bar patron restraint system only.
The use of a lap bar patron restraint system only on these amusement rides may expose patrons to risks to their health and safety while the rides are in use by allowing them to:
• slide under the lap bar
• slide laterally, which may result in collision with another patron
• not remain in the designated riding position (eg swing their feet and legs onto the seat, and stand on the seat).
Risk control measures
Risk control measures to eliminate or reduce risks associated with Cha Cha, Scrambler or Sizzler amusement rides, include:
•
•
an effective patron restraint system
procedures for screening patrons to ensure only those who can be effectively restrained are allowed on the amusement ride (for example, screening out children who are too small or persons too large to be restrained)
checking patrons have been properly restrained before the amusement ride starts.
Safety alert for amusement
An effective patron restraint system for the Cha Cha, Scrambler or Sizzler amusement rides should include the following features:
•

a tamper resistant locking device for the patron restraint, such as a cover over the seatbelt release.
structures: chair-o-plane
a lateral restraint system such as seat belt loops, dividers in the car or appropriately designed and built in seat horns.
a profile in the design of the seating that minimises the size of the opening between the lower edge of the lap bar and the seat, such as a rise at the edge of the seat, or horns in conjunction with padding on a low lap bar.
features that inhibit the ability of the patron to stand up within the car, such as a permanently deployed handle bar, lap sash seat belt, or adjustable underarm restraint.
Tamper resistant restraints may include:
• restraint unlocking mechanisms that cannot be released by patrons (for example, a restraint that requires the attendant to use a tool in order to be unlocked), or
• a centrally controlled interlock mechanism for the operator to unlock the restraint system remotely.

restraint is effective:
