exeCUtIVe SUmmarY
Under the leadership of Water and Sanitation Improvement Project (WaSSIP), it was agreed that the Water and Sanitation Program (WSP - AF) will provide support to develop a communication strategy for Lake Victoria North Services Water Board (LVNWSB) which would be cascaded to its WSPs, with special focus to Eldoret Water and Sanitation Company (ELDOWAS) and Kakamega Busia Water Supply (KBWS) due to implement the informal settlement programmes funded under WaSSIP and KISSIP, on ways of improving the delivery of water and sanitation supply services to Eldoret and Mumias’s informal settlements.
This communication strategy will be used to put into place the necessary procedures and operations required to successfully meet the needs of informal settlements in relation to water and sanitation supply.
Most of the information presented has been gathered from reliable secondary data sources such as publications, (the ‘Strategic Guidelines for improving Water and Sanitation services in Eldoret and Mumias’s Informal Settlements, and the NGO Handbook; Water and Sanitation Supply in Eldoret and Mumias’s Informal Settlements), the website of LVNWSB and Eldoret and Mumias, as well as feedback gathered from meetings held with representatives from LVNWSB, Eldoret and Mumias and WSP, the Pro – Poor implementation plan by the Ministry of Environment, Water and National Resources, the Maji Data Survey report, and the LVNWSB Communication Strategy.
The primary and secondary target audiences for informal settlements have been identified, and the roles and responsibilities of LVNWSB and WSPs defined, in a way that will harmonize the partnership and increase awareness for water conservation measures to be put in place.
Improvement of water and sanitation service delivery in informal settlements under the WaSSIP and KISSIP informal Settlement projects will increase coverage, affordability and sustainable access to safe water services and basic sanitation facilities especially in the project targeted areas of Eldoret and Mumias’s informal settlements, through providing guidelines for KBWS and Eldowas actions, promoting partnership with key stakeholders, and increasing transparency of water and sanitation service interventions.
