LVNWSB and WSPs appreciate the importance of establishing and maintaining communication channels for end consumers in informal settlements to the success of their operations. To ensure two-way communication, they have put in place various mechanisms for complaints and feedback. In addition, documentation,

information and resources are available on line through their respective websites. Establishing and maintaining communication channels for target audiences of informal settlements is crucial. The LVNWSB already has a corporate communication strategy in place, the aim of this Informal Settlement Communication Strategy is not to replace the
existing strategy for the Board, but to develop a need specific Communication Strategy that specifically addresses the communication needs of informal settlement within its utilities.
  Strengths
• WSPs have special units that services informal settlements
• The units has the management’s support
• WSPs are already implementing pro poor programmes under
the uPC programme
• Have experience in handling donor funded programmes
• undertake some communication
    Weakness
• Inadequate resources
• Negative attitude towards the informal settlements
• The units are very temporary and prone to frequent
changes.
• Capacity gaps of staff handling the informal
settlement programmes
  Opportunities
• The willingness of development partners to support WSPs, and Possible access to funds from partners
• NgO networks exist and continues to develop in informal settlement, which can be exploited in the implementation of the projects
• Prospects of partnering with micro-finance institutions in expanding supply to informal settlements.
• Tapping into the County governments development funds in expansion of supply to informal settlements.
   Threats
• High bureaucracy for fund release to the implementers
• general perception of the informal settlement being viewed as a liability
• Weak enforcement of planning policies and implementation by-laws
• Insecurity
