1.9 On this basis, the appellants believe that the refusal reasons give rise to the two
following substantive issues;

The Issues:

1. Whether there is clear evidence to demonstrate that the site cannot viably
support the required affordable housing in compliance with Policy DP31

of the District Plan.

2. Whether the level of car parking that is proposed is sufficient to serve the

needs of the development.

1.10 In order to assess the appeal proposal in relation to these issues, this Planning

Statement of Case is accompanied by:

• Transport and Car Parking Statement by Motion Transport Consultants
