Dubai sets new grievance rules for public sector staff

Dubai issues Decree No. (5) of 2026 creating a Central Grievances Committee allowing
government employees to appeal decisions

Dubai has issued a new decree establishing a Central Grievances Committee to allow government
employees to appeal administrative decisions affecting their employment status and working
conditions.

The move aims to strengthen justice, transparency and governance across Dubai’s public sector
while supporting job security and encouraging employee performance and innovation.

In his capacity as the Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum, Vice President
and Prime Minister, issued Decree No. (5) of 2026 on the Central Grievances Committee for Dubai
Government employees.
