   AS I WRITE this, 2020 is all but over and what a year it has been. From bushfires to pandemics, it has been challenging time for the world, personally and profes- sionally. Defence and Defence Industry stepped up dur- ing this time to answer the call both at home and fur- ther abroad. Defence deployed its Reserve force under a mandatory order for the first time in living memory and Defence Industry pivoted to respond to the health sec- tor in response to COVID. The agility of both parts of the Defence Community was out in full force.

“These five pillars encapsulate my vision and ap- proach to changing the way we support and do busi- ness with defence industry.”
Many of these measures are well underway and are scheduled to bear fruit in 2021. If the Govern- ment is to make good on the $270 billion spend- ing plan over the coming decade, the above outlined measures will form the foundation of how this will come together.
“These five pillars are the culmination of a substan- tial change to how we do business with industry,” Min- ister Price said. “We are placing small business front and centre of Defence decision-making. We are going to provide enhanced and more tailored support to Aus- tralian businesses.
“And we will cut red-tape, processing times and costs to businesses who contract with Defence. I am here to support Australian businesses, deliver a sover- eign defence industry and ensure the men and women of the ADF have what they need to keep Australians safe,” Minister Price concluded.

The government also took ac- tion to support SMEs by getting the Defence Department and Primes to process invoices more quickly, assuring much needed cash flow for businesses as they responded to rapidly changing conditions. Minister for Defence Industry Melissa Price also re- leased her Five Pillars approach to reform and improvements within Defence, to support the goals outlined in the Force Struc- ture Review and Defence Strate- gic Update released in July 2020.
 “This has all culminated in a new ‘five pillars’ approach to supporting defence in-
dustry,” Minister Price said. “These are:
1. A new and enhanced Australian Industry Capabil-
ity (AIC) contractual framework
2. An independent AIC Plan Audit Program
3. Commonwealth Procurement Rules (CPR) guide-
 lines update
