ON THE FIRST day of November, Cabinet agreed on regulatory proposals developed by MBIE that will “support more informedbuildingproductselectionand help the sector to take advantage of new ways of building homes and building componentsforhomes.”
These regulations are expected to be further developed for Cabinet’s approval by mid-2022.
The Building (Building Products and Methods, Modular Components & Other Matters) Amendment Act 2021 is the first phase of a suite of reforms to building legislation,introducing
methodsofconstructionsuchasoffsite manufacturing and prefabrication and speeding up the consenting process
• Astrongerproductcertification framework (CodeMark) “to improve trust and confidence in the scheme”. In terms of the mandatory minimum
information for building products, there will be three classes of building products, each having slightly different information requirements:
• Batchormass-producedproducts(e.g. fixings,roofingandcladding)
• Custom-madelinesofproducts(e.g. externalwindowsanddoors)

• Gasandelectricalproductsregulated under the Gas Act 1992 and Electricity Act 1992. Atthesametime,changestothe
CodeMark product certification scheme will include stricter requirements for product certification bodies, and “a robust audit process”.
Also agreed was a proposal for the regulatory detail that will support the new voluntary certification scheme formodularorprefabcomponent manufacturersandregulations.
