Commissioner Larry Horacek Sworn In 2019 SECPID BUDGET SUMMARY
 The Board will hold its next scheduled public meeting on Tuesday, May 21 at 6:30 at the Jones Creek Library. Please attend and ask questions and offer suggestions. Your input and your support are essential!
SECPID’s budget for 2019 includes fee collections and interest income of about $130,000, and funds remaining from 2018 of about $48,000. Fees collectible in 2019 will be about $2,000 less than 2018 as additional homeowners qualify and apply for the “Senior Exemption”.
As always, the largest allocation of funds goes directly to enhance security in Shenandoah Estates. The extra-duty patrols funded by SECPID will continue at a total of 2,286 hours – an average of 6-1/4 hours every single day of the year! In all, nearly $80,000 each year goes directly to active security. In addition, the District plans to install 3 or 4 new security camera locations in 2019, and upgrade one more to the lower cost but higher technical performance and reliability standards adopted in 2018. This will cost about $25,000, and increase the coverage about 33% to at least 12 active cameras while reducing maintenance and other costs. About $15,000 will be spent on insurance, collection costs (Sheriff’s and Assessor’s fees) utilities, and public communications.
These costs are consistent with 2018, but more importantly are consistent with the SECPID’s obligation as a public body to manage public funds for the maximum benefit of all residents and property owners within the Shenandoah Estates Crime Prevention and Improvement District.

For some time, Larry has been an active supporter of the Crime District as a volunteer resource, assisting with financial planning and anything else the Board asked.
Larry was appointed to the Board of Commissioners by Mayor/ President Sharon Broome in February, and was sworn in at his first official Board meeting in March.
Larry graduated West Point and was commissioned in the Army in 1970. He served as a junior officer in Artillery Units and Aviation Units as a pilot. He served as a Russia specialist in the 1980s and culminated his active duty career as the Professor of Military Science at LSU. He has been involved in a number of small business start- ups in the Baton Rouge area and is now retired. Larry and his wife Jane have made Shenandoah Estates their home since 1987.
