President: Meeting called to order at 7:00 pm by Henry Grace. Pledged allegiance to the Flag.
Secretary Report: Motion made and passed to accept the minutes of the last monthly business meeting as published in the Newswatch. Motion passed. Thanks to Carrie Driver for taking the minutes at the last meeting in the absence of the Secretary.
Treasurer’s Report: Mike reported the receipts in March were $1358.34 and expenses were $2,667.41 with the expenditures being for the Newswatch, lawn care, and a flower gift.
Mike noted that he had to execute the lawn care check with only one signature due to social distancing requirements at this time. He received verbal approval from the President and the Secretary to sign the check. Darryl moved that we allow Mike to sign all checks alone with the verbal approval of the President or Secretary prior to delivering any check. Motion was seconded by Henry and passed unanimously.
Membership Report: Mike reported that 36 members paid their dues in March for a total of 547 members of SHA at the end of March 2020. He also reported that 30 additional members paid their dues between 4/1 and 4/14, so paid membership YTD is a total of 577. By comparison, we had 804 members at this point in 2019. Association dues remain at $30 per year. Please mail in your dues or you can pay them on the website via Paypal
Security Report: No report.
Beautification Report: The May yard of the month is 5314 Port Hudson. They will receive a $25 gift certificate from Cleggs Nursery. Congratulations! Residents are reminded that they can nominate yards for “Yard Of The Month” on the website.
Architecture Report: Ken reported that a homeowner on Bull Run wants to put a fence along the back yard line. It will be aligned with his neighbor’s fence. He was told he needed a permit, but otherwise it looks fine.
A homeowner on Culpepper wants to put a wooden fence along the side of the backyard to replace a chain link fence between the two yards. A permit has been obtained. Board has no objections.

Entrance Sign Committee Report –Sandy and Don reported that the City Parish has approved our permit for the sign with the variance requested of 20 feet back from the property line. However, because the sign is designed to be 30 feet long, it will encroach on the existing AT&T servitude by 18 inches. AT&T will allow us to build on it, but wants us to sign a Hold Harmless clause. Don had the Hold Harmless reviewed and revised by our attorney. He will present it to AT&T to see if they will accept it. He will also check to see if our liability insurance coverage would be affected by the clause.
New Business
2020 Membership Program –Mike proposed some ideas to increase membership again in 2020. He suggested that we ensure that real estate agents in our area have our brochure to give to people who are looking at homes in the subdivision, and also to leave them with closing attorney firms in our area to give to people who buy homes in the subdivision. He also suggested we create a welcome packet for new residents. The idea to create a welcome committee was also discussed. Mike proposed that we do the same membership mailout that we did last year, including the drawings for prizes. Eileen made a motion, and Tom seconded, that we approve the membership letter and have Mike send it out before December 1. Motion unanimously approved. Ed will put a notice in the December issue of the Newswatch.
