                    HOW TO COMBINE THE RISK-BASED PROCESS APPROACH IN THE

                      The new IAEA Safety Standard GSR Part 2 Leadership and Management for
                  Safety was published in 2016 in parallel with the ISO Management System Stan-
                  dard ISO 9001 in 2015. The new IAEA standard contains new requirements that
                  place stronger emphasis on the role of leadership and management in establishing
                  and maintaining safety, the importance of a sound safety culture and the consis-
                  tency management system. But, also both standards focus much more on risks and
                  opportunities.
                      As this high level IAEA standard also has direct impact on the Belgian nuclear
                  legislation, they will also have an impact on the operation of our facilities and on
                  the inspections of our regulator. This risk based approach, combined with a graded
                  approach, will need to be implemented in the management system of our research
                  reactors. This will involve extra effort, but it also gives opportunities for tailoring the
                  management system much more towards the daily routine.
                      The presentation will deal with our experience in integrating these requirements
                  in our processes at our nuclear research institute at SCK-CEN, Mol, Belgium.

                      This work aims to provide an overview of Physical Protection of Brazilian nuclear
                  material and facilities, considering challenges imposed by an ever-changing global and
                  local threat scenario regarding theft and sabotage of such assets, actions to mitigate
                  associated risks, as well as current actions undertaken by the nuclear regulator body to
                  adequate the local regulatory framework to international recommendations regarding
                  the subject.
