Evidence, trace evidence, absence of evidence, any patent and latent unusual environments, actions,
and relationships.
• Are caregiver statements consistent with the evidence, any previous statements, and those by
other persons?
• Are the injuries and circumstances consistent with the evidence and any caregiver statements?
• What are the family dynamics – indications and history of physical, sexual, emotional abuse and
neglect, isolation of the child, caregiver stressors – including financial or too many children to the
charge?
• Do other siblings express or indicate historical or immediate concerns or symptoms, including
other injuries?
• Does the incident, or historical events, indicate hidden or obscured injuries, or healing processes?
• Are there any patterns or reports of abuse or neglect, stressors, impulsiveness in any single or
multiple events?
• Is the child isolated from others and treated as a ‘throw away’ child or otherwise unwanted by
the caregivers (biological, adopted, or foster parents)?
• Were any triggers of abuse and neglect found or indicated, such as chronic crying, bedwetting,
erratic behavior, eating habits or refusal?
• What observations were made of instruments of abuse or of potential harm to the child?
• What suspicious circumstances, including historical and current were found – including any
patterns or indicators of impulsiveness?
• What assessment of the environment was determined?
• What evidence was collected / not collected and tested / not tested?
• What indicators of environmental or caregiver safety concerns?
• What indicators of familial or caregiver alcohol and other drug or substance abuse were found or
excluded?
• Is the environment and health of the child different from siblings, or in general?
• What medical history for the child, family and siblings, and caregivers was determined and
relevant to the death or injury of the child?
