                                         Author’s Allocution

                       “To ‘Allocute’ generally means to formally declare something.  In
                   the context of politics, it may refer to speaking before a legislative

                   body in an effort to influence their position on an issue.  In the legal
                   context, it refers to stating specifically and in detail one's actions and

                   motives.” – Dean A. Beers


                       I have presented to you, the reader, the basis for our Country’s
                   history and road to independence – the American War for

                   Independence – and the development of our form of government
                   and system of laws, dating back to the Magna Carta of 1215 in

                   England, and the earliest colonial act with the Mayflower Compact
                   of 1620.  This work, my treatise on defining our Country, is to be

                   thought provoking – in both the sense of politics in asking you to
                   consider your position as an American citizen, and in the legal sense

                   to detail my purpose.  It is not complicated, nor should it be – this is
                   where I tell you where I sit, before I tell you where I stand.

                       As mentioned in my introduction, I am no nonsense and not
                   politically correct.  Conversations I have, the words I use, are

                   intended to provoke thought – and sometimes emotion.  As a
                   business owner, I am an unabashed capitalist pig, firm believer in

                   the foundation and intent of all three branches of government, state
                   governments and local governments – I am a Constitutionalist, it is

                   the supreme law of the land.  All other laws (collectively ordinances,

                   rules, regulations, statutes, codes – you name it) must be in
                   compliance with the Constitution – they root in the Constitution and
                   its development.  If there is any question, the intent and most basic
