        the Bill of Rights.  This Seventh Amendment specifically provides

        that a civil trial may also be heard by a jury.  The jury is also of the
        community peers and also for the same impartial reasons as

        provided in the criminal rights based Sixth Amendment.  Although a
        person’s rights and freedoms are not subject to suspension, as with

        criminal charges and convictions, in civil cases a person’s assets and
        personal wealth is subject to satisfying any judgment.  Therefore,

        the concept of a fair and impartial trial by jury extends by this
        amendment to civil trials.
