Wyoming Coroner and Law Enforcement Death & Serious Bodily Injury Investigation Training
Dean returned to Wyoming the end of April, delayed last year due to events of 2020, to give continuing education
training to county coroners and law enforcement from around the state. This training included the importance of their
investigations to civil, criminal, and probate litigation. In addition to his two days of training, the last day included hands-
on motor vehicle collision occupant extrications.

Dean was grateful to also see long-time friend and colleague, Paul Zamora – Coroner for Carbon County, hosting the
event. Paul and Dean started their deputy coroner careers and met in the fall of 2002. Dean has provided training
multiple times since 2010. After 15 years as the county coroner, Paul is retired the end of April. In his honor, the new
advanced office Paul designed (2020) is now named in his honor, The Paul A. Zamora Coroner Building – Be Their Voice.

NCISS Your Advocate – PIs Banned From Public Records
NCISS is monitoring, with the help of our local member associations, the onslaught of legislation filed. As anticipated, we
have observed a number of state bills aimed at restricting our data access or those of our allies. In many states, we have
already reported some successes at dodging the effects of these bills. Further, Virginia has recently enacted the second
data privacy bill in the United States behind California. Several other states are not far behind. NCISS is working hard to
review these bills and provide support in making sure they do not unnecessarily interfere in your business operations. As
we get to the end of this year and the beginning of next, we are likely to see this battle move to DC.

(Bob Heales – WAD Executive Director, Past President WAD, NCISS, and PPIAC)
Still operating RH Heales & Associates at the time, Bob worked on this case in Chisholm, MN and the surrounding area
for several weeks in 2004 after two other abducted/murdered/missing young women were found. He was interviewed
by Discovery ID last October. The Little Girl Gone episode will air 05/03/2021 on the Discovery ID’s "People Magazine
Investigates". In June 2003 LeeAnna walked around the corner to her friend's house and disappeared - never solved.
