Letter from Rabbi Itamar Tov to Rabbi Moshe Brumer regarding the great polemic about the kollel's funds. Tiberias, second half of the 19th century.

Background: In the end of the 1850׳s and during the 1860׳s, var- ious claims and accusations were raised about corruption in the “Chaluka״ system, against the directors of the Kollel Österreich in the Land of Israel, and primarily of Kollel Safed, who were appointed by the Admor of Vizhnitz. e local dispute evolved into a erce polemic both inside and outside of Israel, and included publication of works with harsh criticism, and ongoing harassment. Writers and emissaries representing both sides trav- eled around central and eastern Europe and spread the dispute.
Rabbi Moshe Brumer - a scribe and loyal follower of the Admor Rabbi Menachem Mendel, author of the Tzemach Tzedek of Vishnitza.
Unique Features: e letter before us was written by Rabbi Itamar Tov, the director of Kollel Österreich in Tiberias, and adds historical details about the great polemic. In the letter׳s margins he relates an interesting historical detail, that “Rabbi Yechezkel of Sanz [of Shinova] was here in the holy city [of Tiberias] last Shabbat and he went to Rabbi Chaim Shmuel HaCohen [one of the Sephardi rabbis of Tiberias] regarding the fact that Kohanim go the visit the graves of the Tanaim, and ״.... the Rabbi was angry
Condition: Moderate- ne. Aging stains, a few ink smudges, a tear with no damage to text.

מכתב מאת רבי איתמר טוב לרבי משה ברומר בעניין בפולמוס הגדול ביחס לממוני הכולל. טבריה, מחצית שניה של המאה ה 19.

רקע: בסביבות סוף שנות החמישים ובשנות השישים עלו טענות והאשמות בשחיתות במערכת ה"חלוקה", כנגד מנהלי כולל אוסטריה בארץ ישראל, וכולל צפת בראשם, אשר מונו מטעם האדמו"ר מוויזניץ. הוויכוח המקומי נגרר לפולמוס חריף, בארץ ובחו״ל, וכלל פרסום חיבורים עם ביקורת נוקבת, והתנכלויות מתמשכות. כתבים ושליחים מטעם עצמם וזולתם סבבו במרכז ובמזרח אירופה והפיצו את דבר המחלוקת.
רבי משה ברומר - סופר ונאמן של האדמו״ר רבי מנחם מנדל, בעל “צמח צדק״, מויזניצא.
מאפיינים יחודיים: המכתב שלפנינו נכתב ע״י רבי איתמר טוב, ממונה כולל אוסטריה בטבריה, ומוסיף פרטים היסטוריים בעניין הפולמוס הגדול. בשולי המכתב הוא מספר פרט היסטורי מעניין, ש״הרב יחזקאל מצאנז [משינאווא] היה פעיה״ק [טבריה] על שבת העבר והלך להרב חיים שמואל הכהן [מרבני טבריה הספרדים] בענין אשר הכהנים הולכים
על קברי התנאים וחרה אפו של הרב...״.
מצב: בינוני-טוב. סימני קיפול, כתמי זמן, מעט מריחה של הדיו, קרע ללא פגיעה בטקסט.
