Police Chief Michael  Murphy  announced his intention to retire  from the Town of
                   Boxford in 2015.  The Board enjoyed his tenure for four years before transitioning to a
                   new Chief promoted from within the department.  The Board of Selectmen continues its
                   work with the Personnel Board in its professional approach to attracting and  retaining
                   high quality employees in the Town of Boxford.

                   Capital Improvements
                   Other activities during the year included the adoption of Town Meeting warrant articles
                   to fund capital purchases for multiple town  departments.  The Police Department
                   received funding for a new phone system and a police cruiser.

                   Town Hall’s  approved  capital funding included a new phone system, replacement of
                   voting machines, and upgraded lighting.

                   The DPW received funding  for  a replacement pick-up truck  and dump truck,  and
                   replacement flooring for Lincoln Hall.

                   The Community Center received approval for a new entrance ramp and door along with
                   repavement of the parking lot.

                   The Fire Department secured funding for technology components and 1300’ of a new 5”
                   large diameter hose.

                   The town continues to develop its multi-year plan for culvert repair  and maintenance;
                   along with its planning for renovation of Route 133.

                   Future Facilities Planning
                   The unexpected need to relocate the Town  Library  away from 10 Elm Street in 2014
                   developed into a positive union of Library and Town Hall.  The staff and patrons helped
                   make the transition successful and all would agree there are many benefits to having the
                   library in Town Hall.

                   The consideration of options for the library brought light many more questions than
                   answers and the result of the discussions was a renewed focus on a town-wide facilities
                   plan.  A Planning Board subcommittee was formed to work with a consultant and utilize
                   planning tools to evaluate options toward a comprehensive non-school facilities plan that
                   could address the town’s needs now and into the future.
